Head of Service, National Productivity Centre to Synergise on PMS Implementation

The Head of Civil Service of the Federation, Dr. Folasade Yemi-Esan, has called for partnership with the National Productivity Center (NPC) to effectively implement its Performance Management System (PMS).

This according to her, is aimed at promoting employees’ accountability in the area delivery of service.

Yemi-Esan made this call in Abuja on Monday, while receiving the National Productivity Order of Merit (NPOM) from the Permanent Secretary, Federal Ministry of Labour and Employment, Ms. Kachallom Daju, being assisted by the Director General, NPC, Dr. Raji Mustapha.

She expressed happiness in becoming the Head of the Civil Service of the Federation at a time when the system was ready for change, stressing on the importance of working together with the NPC on the ongoing implementation of PMS.

She aptly termed the PMS as “a big task” in that it is trying to instill a culture of productivity, being able to access one’s work based on given targets, away from the norm of workers getting promoted without working for it.

Yemi-Esan, also expressed joy in the fact that something commendable is going on at the NPC in the area of linking productivity with wages, adding that it will help in measuring workers who really deserve salary increment so as to curb the continuous clamour for increment without commensurate work to show for it. She further indicated the willingness of her office to assist in the needed areas.

Speaking earlier at the Award Ceremony, the Director General of the National Productivity Center praised the efforts of the Head of Service in bringing creativity to bear on the Service. Dr. Mustapha hinted the HoS of the ongoing plan by the Center to come up with a Productivity Wage Link System, aimed at linking the productivity of workers with their wages, adding that it is at a completion stage and that a report would be sent to the Office of the Head of the Civil Service of the Federation (OHCSF), when completed. 

While presenting the Award to Dr. Yemi-Esan, the Permanent Secretary, Federal Ministry of Labour and Employment congratulated, as well as appreciated her for initiating laudable reforms in the Service, which are fast turning it into a world class Service.

Daju, presented the HoS with a plaque award, medal, lapel pin and letter conferring her with the award of National Productivity Order of Merit (NPOM), which is in recognition of her exceptional leadership and remarkable contributions to the growth and development of the Federal Civil Service.

Together with the HoS to receive the Award were the Permanent Secretaries in the OHCSF in charge of Career Management Office, Dr. Marcus Ogunbiyi, Common Services Office, Mrs. Lydia Shehu Jafiya, Service Welfare Office, Alhaji Mahmud Adam Kambari, Service Policies and Strategies Office, Oloruntola Olufemi Michael and Director overseeing the Special Duties Office, Mrs. Agalasi Esther Ehigie, the Permanent Secretary, Special Duties, Federal Ministry of Finance, Budget and National Planning, Mr. Okokon Ekanem Udo, as well as the Director-OHCSF, Mr. Bayo Odejimi.
