Service Delivery: OHCSF FORTIFIES STAFF FOR PMS TAKE-OFF

The Head of the Civil Service of the Federation, Dr. Folasade Yemi-Esan, has charged top management staff to map out strategies that will ensure that the OHCSF, being the originator of Performance Management System (PMS) in the Service, is enlisted as one of the quick implementers of the System, Service wide.

She gave the charge while declaring open a 3-Day Executive Training/Capacity Building for Senior/Top Management Staff and other Stakeholders, which held recently in Abuja. 

Yemi-Esan, disclosed that the OHCSF, as the purveyor of PMS in the Service of the country, cannot afford to be behind schedule in its implementation, describing the Office as a “University of the Service” that prepares modules, formulates and coordinates policies, teaches and consults for other Ministries, extra- Ministerial Departments and Agencies (MDAs) towards the attainment of a world class Civil Service. 

Speaking through the Permanent Secretary, Career Management Office (CMO)-OHCSF, Dr. Marcus Ogunbiyi, she stated further that the OHCSF must be the focal point in setting standards for other MDAs to follow, adding that the Executive Programme for the top echelon officers will herald the beginning of the commencement of the implementation of Performance Management System in the OHCSF.

According to Dr. Yemi-Esan, ‘’PMS is a way of making sure that we all deliver on the objective of our call to duty. It is for us to ensure that objectives and targets are set and also measured and appraised, staff should be given room to improve on their performances with requisite tools and skills,’’ she affirmed.

Earlier, the Permanent Secretary, Common Services Office (CSO) -OHCSF, Mrs. Lydia Jafiya, highlighted that the core objective of the training is to carry all staff along on the mechanisms for the development of a strategic plan for the OHCSF. She stressed further that in order to improve the workforce and professionalism at various levels, there is a need for strict monitoring that will enhance effective and efficient deliverables on the Office’s statutory mandates, vision and mission. 

The essence of the training is to enable Top Management staff and other officers of the OHCSF is to be abreast with global best practices in the adoption of PMS, as a tested and trusted management tool.

 The 3-day Capacity Building programme, which ended on Friday, dwelt on an overview of the New Performance Management, Understanding Strategic Planning and Processes, as well as Requirements for Developing Job Description and Standard Operating Procedures (SOPs).
